Norfolk Southern has partnered with City of Refuge, an Atlanta-based nonprofit organization that helps individuals and families transition out of crisis, to provide $350,000 in funding to support the construction and equipment needs of its new welding training center.
Part of City of Refuge’s broader job training program, the welding center will offer individuals free training, mentorship, and placement services to build the skills and confidence needed for meaningful and sustainable careers. The center is set to open in January 2025, with the first cohort of students expected to begin their training shortly after.

On November 11, Norfolk Southern Assistant Vice President Human Resources PC Bryant presented the funding to City of Refuge CEO Bruce Deel during a check presentation at the organization’s facility.
“As part of our commitment to supporting workforce development in the communities where we operate, we’re proud to partner with the City of Refuge in building a welding training center that will equip local residents with valuable skills and open doors to rewarding careers,” said Norfolk Southern AVP of Human Resources PC Bryant. “As we help lay the groundwork for local talent, we look forward to making a positive, lasting impact within our network.”
In addition to the funding, NS’ McDonough Training Center, which operates the only welding testing center in Georgia that is accredited by the American Welding Society (AWS), will assist in the certification process during the center’s first year of operation and wave certification fees.
